Photovoltaic Panels Tarrifs Continue Except Solar DC Wire

According the relative latest news from media, the US International Trade Commission (ITC) said the United States official government's decision in 2018 to impose tariffs on imported photovoltaic equipment include the photovoltaic panels (the solar dc wire and cable are not included, which belong to photovoltaic accessories) remains a necessary measure.  

 

The committee said it would make a recommendation by December 8 on whether U.S. President Joe Biden should extend the tariffs. However it's certain that the committee group has agreed that imported pv products include the photovoltaic panels(although solar dc wire belong to pv products, however the photovoltaic manufacturers don't produce it, the wire and cable manufacturers are responsible for supplying the solar dc wire) still pose a threat to U.S. manufacturers.  

 

While the US government is focused on promoting clean energy production in the US, it is also keen to support domestic manufacturing and unions.  The tariff extension would hit U.S. pv installers, who rely heavily on imported solar photovoltaic panels, but benefit companies that produce pv modules in the United States.  

 

'Import relief remains necessary to prevent or remedy serious harm to the U.S. pv industry, and there is evidence that the U.S. pv industry is actively adjusting to import competition,' the ITC said in a statement.  

 

Industry insiders expect Biden to make a final decision before the four-year tariff plan expires in February and may not follow the ITC's recommendation.  

Shares of FirstSolar inc., the largest U.S. photovoltaic panel maker, reportedly rose 3.4% on Nov. 24, while photovoltaic installer Sunrun inc. 's shares fell 4.2%.  

 

 

Although U.S. photovoltaic panel production has increased slightly compared to the solar dc wire manufacture volume in recent years, China remains the world's leading photovoltaic manufacturer include the dc wire for solar panel.  Most of the new pv modules in the United States rely on pv products made in Thailand, Malaysia and Vietnam and China.  Supporters of the tariffs claim they are designed to help American manufacturers compete with cheaper foreign panel makers, creating more jobs at home and enhancing U.S. energy security.  

 

"Four years of tariffs have proven ineffective to incentivize photovoltaic(except solar dc wire)manufacturing and create American jobs" Abigail Ross Hopper, CEO of SEIA, the U.S. Photovoltaic Industry Association, said in an emailed statement.  Trump's new round of safeguard tariffs will hamper PHOTOVOLTAIC development in the United States, and we hope President Biden sees the damage these tariffs are doing to his clean energy vision."  

 

When Biden took office, many in the U.S. pv industry saw little chance of extending the tariffs.  Some in the industry even speculated that Biden would move to remove the tariffs.  But that hope was quickly dashed.  

While the Biden administration has made promoting clean energy a key goal, it has also been divided over photovoltaic panels production, however on the solar dc wire production, the US has been giving enough trust on overseas plant include the China manufacturer and supplier.
